Preexisting Properties
(Replacement 4B Plus Mailboxes)
For apartments/commercial buildings with existing Standard 4B or 4B+ mailboxes, American Eagle 4B Plus mailboxes are the most cost-effective option for both indoor and outdoor applications.
According to the United States Postal Service: “When apartment buildings are substantially renovated or remodeled to provide additional apartments, or a material change is made in the location of boxes, obsolete receptacles must be replaced by [Standard 4C or Cluster Box Unit mailboxes]” (USPS DMM, 508.2.1.7 p. 745). However, “the Postal Service does not consider buildings that are simply remodeling or changing the outward/surface appearance of the lobby examples of renovations that would trigger the use of 4C receptacles” (USPS, PB 22493 pp. 12–13). If your property is not grandfathered into this 4B Plus Standard, it is considered a “new installation” for the purpose of USPS approved mail delivery.
New Developments/Substantially Renovated Properties
(4C & CBU Mailboxes)
Properties that are considered “new installations” must install Standard 4C or Cluster Box Unit (CBU) mailboxes to obtain USPS approval for mail delivery. Standard 4C mailboxes can be installed for indoor and outdoor applications, and CBU mailboxes are required for single family and townhome developments.
USPS “primarily intends the use of [Standard 4C] boxes for new construction and not as a means of retrofitting existing complexes” (USPS, PB 22493 pp. 12–13). New installations require a minimum of one parcel locker compartment for every five mailbox compartments (1:5 ratio) (USPS, PO 632, p. 13). Additional installation requirements include: (1) “At least one customer compartment shall be positioned less than 48 inches from the fined floor” (2) “No parcel locker compartment (interior bottom shelf) shall be positioned less than 15 inches from the finished floor” (3) “No patron lock shall be located more than 67 inches above the finished floor” (4) “No customer compartment (interior bottom shelf) shall be positioned less than 28 inches from the finished floor” and (5) “The USPS Arrow lock shall be located between 36 and 48 inches above the finished floor.” (USPS, STD-4-C, Figure 1 p. 20). With respect to location, “when installing centralized delivery equipment, such as CBUs or STD-4C (4C) equipment, the mailboxes must be safely located so that customers are not required to travel an unreasonable distance to obtain their mail. Typically, mailbox receptacles are located within 1 block of the residence” (USPS, PO-632, p. 8). The ADA also requires: “where mail boxes are provided in an interior location, at least 5 percent, but no fewer than one, of each type shall comply with [similar reach ranges to those above]” (ADA 228.2 Mail Boxes).
Please note: All installs must be approved by the local Postmaster/Growth Manager prior to install in order to receive the USPS “master access lock” for the ability to receive mail.
